Understanding the behavior
Counter surfing is a high-payoff habit. One successful grab can reward many failed attempts, so the behavior survives even when the counter is usually empty. Dogs also learn exactly when people are distracted or leave the room.
Training works best when management removes surprise rewards. Food, medication, knives, and packaging stay out of reach while the dog learns a reliable leave it, a calm station outside the work area, and boundaries that make sense in daily life.
