Worth a closer look
Mild is a starting point for planning, not a diagnosis. A dog with a bolting history near traffic needs a more conservative, staged plan before any off-leash freedom.
Understanding the behavior
Off-leash reliability means your dog stays engaged with you and responds to cues without a physical leash connecting you, even around real distractions: other dogs, wildlife, open trails, unexpected noise. It is one of the clearest signs of a well-trained dog, and one of the hardest things to build honestly, because a dog that listens perfectly in a quiet yard can fall apart the moment real temptation shows up.
We introduce off-leash work at Middle-School, once a dog already has a reliable on-leash foundation, solid recall, and real impulse control. From there it is proofed in stages: a long line before a truly free leash, low-distraction environments before busy ones, and consistent recall rewards that keep coming back to you the most rewarding option on the walk. Reliability comes from proofing, not from one good day at the park.
Not every dog is a candidate for full off-leash freedom in every environment, and that is a fair, honest answer some dogs need. What we can build for nearly every dog is a genuinely better recall and far more engagement, which raises safety and freedom even where full off-leash access is not realistic.
Partners Dogs has trained Arizona dogs through every kind of off-leash reliability case since 1997, at our Scottsdale and Cave Creek facilities. Lifetime trainer support is included with every board-and-train program.

Good to know
Off-leash reliability builds on Foundation Camp ($3,509, discounted with membership), our 14-night board-and-train that installs the on-leash foundation and recall this work depends on, followed by ongoing proofing in weekly Group Classes or Private Lessons at your specific trail or park. A $199 PD360 Assessment, credited toward enrollment, confirms the right starting point for your dog's current recall and drive level.
A long line, typically 15 to 30 feet, is the standard bridge between a regular leash and true off-leash freedom, since it gives you a physical backup without the constant tension of a short leash. For advanced off-leash work, especially around real distraction like wildlife or busy trails, some dogs benefit from an e-collar as an additional layer of communication, always introduced carefully and paired with the underlying recall training, not used as a substitute for it. We are tool-agnostic and pick what actually fits your dog and your goals.
A recall that works reliably in a quiet yard and falls apart at the park almost always means the skill was never proofed against real competition. Wildlife, other dogs, interesting smells, and the freedom of open space all compete for your dog's attention in ways a backyard never does. Building real reliability means gradually raising the difficulty, a long line in a busier space before going leash-free, consistently high-value rewards for coming back, so your dog learns that checking in with you is worth more than whatever caught their eye.
Not every dog is a fair candidate for full off-leash freedom in every environment. High prey drive, a history of bolting near roads, or certain breed tendencies can mean off-leash freedom stays limited to secure, enclosed spaces, and we tell owners that honestly rather than promising a result we cannot back up. What we can build for nearly every dog is a meaningfully better recall and far more engagement with you, which raises safety and freedom even in situations where full off-leash access is not the right call.
Readiness for off-leash work is about skills, not just age or excitement level. A dog needs a solid on-leash foundation, a recall that holds up around real distraction, and enough impulse control to check in instead of chasing the first interesting thing that moves. We introduce off-leash training at Middle-School, the fourth level of our curriculum, once those foundations are in place, and we always proof with a long line in a safe, enclosed area before any dog goes leash-free.
Dogs with off-leash reliability often show these patterns too. Explore the behaviors below. We treat them all.
