Understanding the behavior
Counter surfing is a high-payoff habit. One successful grab can reward many failed attempts, so the behavior survives even when the counter is usually empty. Dogs also learn exactly when people are distracted or leave the room.
Training works best when management removes surprise rewards. Food, medication, knives, and packaging stay out of reach while the dog learns a reliable leave it, a calm station outside the work area, and boundaries that make sense in daily life.
The goal is not constant correction. It is a safer kitchen where your dog has a clear job and you can turn your back without panic. Many dogs improve when access and reinforcement change together, though reliability still depends on practice and household consistency.

Good to know
A stolen sandwich is frustrating, but a dog grabbing bones, medication, chocolate, xylitol, or hot food off the stove can turn into an emergency fast. Swallowed packaging, cloth, or utensils can also cause an obstruction. If your dog has ingested a toxic item or you suspect an obstruction, that is an immediate veterinary call, not a training question.

Counter surfing is one of the most self-rewarding behaviors a dog can find. Your dog jumps up, the dog gets food. The behavior is reinforced immediately and intensely every single time it works. Even occasional success, one stolen sandwich a month, is enough to maintain the habit indefinitely.
This is also why “just tell them no” never works. Your correction is one piece of mild negative consequence. The stolen steak is a life-changing positive consequence. The dog has done the math.
